
Secondary Employment Categories
Due to the complexities of different types of secondary employment businesses or events will be
categorized as follows:
1. Category 1 – Bars, night clubs, or any other type of business/event whose primary source of income
is related to alcohol sales. This includes restaurants that discontinue full menu service after a certain
time and take upon the atmosphere of a bar. Category 1 establishments MUST be staffed with a
minimum of two sworn officers of any rank. If the establishment needs four officers or more then
one of the four officers MUST be a supervisor.
The following guidelines will be adhered to for all sworn personnel working at a Category 1
establishment.
A. Officers must confine their duties to those of a law enforcement nature.
B. Officers must limit their duties and responsibilities to the exterior of the establishment unless they
develop reasonable suspicion that criminal activity is occurring, has occurred, or is likely to occur
inside the establishment and this information necessitates immediate action.
C. Officers will notify communications when they enter any Category 1 establishment.
2. Category 2 – Retail Establishments, Grocery Stores, Entertainment establishments (movie theaters,
miniature golf, arcades, bowling alleys, etc.), Restaurants, and Churches. Category 2 establishments
must be staffed with a minimum of one to four officers. If at any time more than four officers are
needed, then a supervisor must work the establishment as well.
3. Category 3 – Traffic Control and Courtesy Officers. Category 3 requests must be staffed with a
minimum of one to four officers or Civilian Crash Investigators. If at any time more than four officers
or CCI are needed, then a supervisor must work the request as well.
Restricted Employment includes but is not limited to:
1. For attorneys or bail bond agencies.
2. For a wrecker service or as a repossesor.
3. For collection agencies or to collect accounts or debts.
4. As a polygraph examiner.
5. At any location that may reflect unfavorably on the officer or the department, or that may place
the officer in a compromising position.
6. For an employer or manager with any violent felony convictions or convictions that would be
deemed a nuisance under NCGS Chapter 19.
7. As a private investigator.
8. Performing work as a bouncer, door man, or cashier at a nightclub.
9. Working with a taxi company.
10. Serving or selling alcoholic beverages (sworn employees only).
11. Working for businesses involved in labor disputes.
12. Where the employment would constitute a threat to the status or dignity of the police as a
professional occupation. Examples include establishments which sell pornographic material, or that
otherwise provide entertainment or services of a sexual nature.
13. Private security or “bodyguard” for a person.
